'Necolin' is a cafe with a lot of books on cats located in front of JR Ogitsu Station's western gate on January 22nd, 2018. If you order drink or food, you can read 1600 books on cats without time limit．Someone relax reading the books on the straw mat, some have adjusted the waiting time of the train and the others work PCs in the space. Usually there is no cat in the cafe, but on the 2nd and 22nd of every month, the owner's pet cats visit the cafe. |

On the wall of the cafe, there are some posters displaying various information about cats. These include recruitment of owner of rescued cats and enlightenment of necessity of contraception of cats giving birth three times a year and getting pregnant almost 100% once it copulates. In Ibaraki Prefecture, it is not widely known that the killing rate of cats is high. 'Necolin' aims to be chances for many people to be interested in cats. ＜Why cats?＞ The start of 'Necolin' was the fact that Ms. Elie Hayashizaki, the owner of 'Necolin', wanted to show gratitude to the cats that comforted and healed her when she was ill in bed. Cats are tamed to suit convenience of human beings. Cats can't live out of human society. We should be responsible for the lives of cats. Ms. Hayashizaki aims for the society that the human beings and cats can live together. |

On the contrary, if you receive money for products or services, you can appeal the problem of cats to many others. Ms. Hayashizaki hopes that the users of the cafe, buyer of the fancy goods and the other majority will know about the killing of cats and unhappy birth of cats. |

Ms.Hayashizaki's future dream is to open a "rescued cats' cafe" and make matches of rescued cats and those who want to adopt them.
